Senado mantém abono salarial para quem ganha até dois mínimos
Pressionado pela queda no quórum, o governo sofreu uma derrota na votação de um dos destaques da reforma da Previdência. Na madrugada desta quarta-feira (2), o Plenário do Senado derrubou a restrição do abono salarial a quem ganha até R$ 1.364,43. Com a retirada do ponto da proposta de emenda à Constituição (PEC), a economia com a reforma da Previdência cai para R$ 800,2 bilhões nos próximos dez anos.
Com a derrota, o abono salarial continuará a ser pago aos trabalhadores – com carteira assinada há pelo menos cinco anos – que recebem até dois salários mínimos. A restrição do pagamento do abono salarial geraria economia de R$ 76,2 bilhões ao governo nos próximos dez anos, segundo o Ministério da Economia.
O governo precisava de 49 votos para derrubar o destaque apresentado pelo Cidadania e manter a restrição ao abono salarial, que constava do texto aprovado pela Câmara dos Deputados e pela Comissão de Constituição e Justiça do Senado, mas teve sete votos a menos que o necessário. O destaque obteve 42 votos sim (que manteria o texto da Câmara) e 30 votos não (que retiraria o ponto da reforma), mas a maioria foi insuficiente para manter a restrição.
Destaques rejeitados
Logo depois da derrota, o presidente do Senado, Davi Alcolumbre (DEM-AP), encerrou a sessão e marcou a continuação da votação dos destaques para as 11h desta quarta-feira. Antes de perder a votação do abono salarial, o governo tinha conseguido derrubar dois destaques com maioria folgada. Um destaque de autoria do Podemos foi retirado mediante acordo.
De autoria do MDB, o primeiro destaque rejeitado foi uma emenda de redação que impediu que o texto-base da PEC da reforma da Previdência fosse alterado e voltasse para a Câmara. O governo venceu a votação por 75 a 0.
O segundo destaque rejeitado, apresentado pelo PT, buscava restabelecer a aposentadoria por periculosidade para profissões de risco, como motoboys, vigilantes, guardas municipais e de trânsito, seguranças e agentes que manuseiam explosivos. A proposta foi derrubada por 71 votos a 3.
Um destaque do Podemos que buscava restabelecer a autorização para que prefeituras criassem regimes próprios de Previdência para os servidores foi retirado pelo partido, depois de dúvidas se a proposta alteraria o mérito da reforma da Previdência e acarretaria o retorno do texto para a Câmara dos Deputados.
