Durante estes dia finais do mês de Janeiro, a sociedade brasileira esta sendo induzida a se rebelar contra os gastos do Governo Federal, muito importante essa decisão, no entanto muito mais importância teria, se estas medidas tivessem sido adotadas ao longo dos últimos 17 anos, e não apenas deste governo. Alias os governos antecessores gastaram até muito mais, e essa mesma imprensa se calou, não sabemos os motivos, mais uma coisa é certa, ter silenciado e não tecer um segundo deste assunto nos horários nobres é algo que nos faz refletir. Entre doces e refrigerantes a farra foi bem menor que milhares de viagens, locações de automóveis etc. Vejamos os dados abaixo:
Em 2010, foram quase R$ 4 milhões. Lula bateu recordes do antecessor Fernando Henrique Cardoso (PSDB) em número de viagens ao exterior e dias fora do país. Entre 2003 e 2004, foram 82 dias fora do Brasil. Em 2007 e 2008, o presidente dedicou 138 dias, quatro meses e meio à agenda externa. A fatura com hospedagem chegou a R$ 20,5 milhões. Eleições. Na gestão Lula, o, maior gasto com cartão foi registrado em 2004: R$ 7 milhões, sendo R$ 3,5 milhões apenas com locação de carros, R$ 1,8 milhão com hotéis, R$ 273,2 mil com fornecimento de alimentação e R$ 65,9 mil com tecidos e aviamentos. Em seu segundo ano à frente da Presidência, o ex-presidente percorreu diversas cidades em campanha para seus aliados. Os registros mostram ainda que houve aumento na compra de produtos de limpeza e materiais para festas e homenagens e também na manutenção de imóveis do governo. Em 2006, também ano eleitoral, a Secretaria de Administração dobrou gastos com serviços de telecomunicações: as despesas passaram de R$ 88 mil para R$ 153 mil. Durante a corrida pelos governos estaduais e pela reeleição, Lula abriu as portas do Palácio para aliados. No ano seguinte, houve redução nessa rubrica. Segredo. O levantamento revela que parte dessas despesas secretas é corriqueira e não se enquadra em informações estratégicas e de segurança. Auditorias do Tribunal de Contas da União (TCU) já apontavam para a irregularidade do segredo de alguns gastos com cartão corporativo. Pela legislação, cabe ao gestor regulamentar o uso da verba sigilosa. O cartão corporativo foi criado em 2001, ainda no governo FHC, exatamente para dar mais transparência aos gastos oficiais. Em 2008, durante o escândalo sobre o uso indevido de cartões corporativos, que envolveu ministros de Estado, terminou com uma Comissão Parlamentar de Inquérito (CPI). Órgãos de controle interno identificaram saques irregulares e pagamento de despesas pessoais. A então ministra da Igualdade Racial Matilde Ribeiro (PT) pediu demissão após suspeitas de gastos abusivos com aluguel de carros feitos com cartão corporativo. O então ministro do Esporte Orlando Silva (PCdoB) também virou alvo de críticas ao ser flagrado usando o cartão corporativo para comprar tapioca. Governo Dilma. Entre janeiro e setembro 2012, 46,2% das despesas via cartão corporativo foram classificadas como sigilosas. Ao todo, R$ 21,3 milhões dos R$ 46,1 milhões foram pagos secretamente. A maioria é de compras e saques da Presidência da República, da Agência Brasileira de Inteligência (Abin) e da Polícia Federal.
