Armando: “Municípios precisam ser mais ouvidos e atendidos na luta contra a pandemia”
O ex-senador Armando Monteiro tem dialogado permanentemente com os prefeitos dos municípios de Pernambuco para tratar dos impactos da pandemia do coronavírus nas gestões e, sobretudo, na vida da população.
Para Armando, se antes existia a certeza de que os municípios precisam de mais diálogo, parcerias e da solidariedade dos governos estaduais e da União – o que já é previsto pelo Pacto Federativo -, a pandemia tornou ainda mais evidente o desequilíbrio entre os gastos sociais permanentes destes municípios e os repasses que recebem de estados e do Executivo Federal.
Pesquisa realizada pelo Programa Cidades Sustentáveis e pelo Ibope Inteligência mostra que as áreas mais impactadas pela escalada da COVID-19 nos municípios foram a educação e a geração de empregos, além da saúde.
“Os territórios reais de presença da COVID são os municípios, com todos os impactos que este problema tem trazido aos seus cidadãos, à saúde, educação e economia, dentre outras áreas”, afirma.
Para Armando, as cobranças que têm sido feitas ao Governo Federal e aos gestores estaduais por parte dos prefeitos de todo o País, como a compra urgente de vacinas, são mais do que legítimas, e devem ser atendidas dada a gravidade da situação.
Ele afirma que é neste momento que entidades como a Confederação Nacional dos Municípios (CNM), a Frente Nacional de Prefeitos e a Associação Municipalista de Pernambuco (AMUPE) precisam ser ainda mais valorizadas na formulação de políticas públicas que resolvam prioritariamente a saúde e garantam também a atividade econômica. “A equação entre salvar vidas e preservar empregos é nosso maior desafio, e por isto mesmo é preciso que os municípios também sejam protagonistas desta solução”, conclui.
